To'o confirms move to PNG Chiefs, Panthers cite financial disparity
Brian To'o, a prominent winger in Australian rugby league, has finalized his move to the PNG Chiefs from 2028 through 2030, departing the Penrith Panthers. Panthers head coach Ivan Cleary confirmed the club made a counter-offer but admitted the financial terms from the Papua New Guinea-based franchise were exceptionally difficult to match, according to Zero Tackle.
The news, which Zero Tackle initially reported in May, did not surprise many within the sport. To'o's departure follows the earlier confirmation that his teammate Jarome Luai would also join the Chiefs, setting a precedent for player movement.
Panthers' Financial Realities
Cleary openly discussed the challenges Penrith faced in retaining To'o. He stated that while the Panthers wanted To'o to remain, the Chiefs operate outside standard salary cap constraints, offering tax-free incentives in Port Moresby that significantly increase player earnings.
The coach highlighted that competing with such offers is nearly impossible. "It's more that it's not your average club," Cleary told the media, explaining that if players choose to pursue those opportunities, traditional clubs cannot compete.
Cleary acknowledged that player departures are an unavoidable consequence of sustained success for clubs like Penrith. He called it "the tax you have to pay for success," noting that a successful program inevitably increases players' market value.
Strategic Contract Management
To'o's early permission to negotiate was a strategic decision by the Panthers, aimed at providing clarity ahead of upcoming finals campaigns. Cleary indicated the club needed to resolve potential departures quickly, especially with a significant number of players entering the final year of their contracts at the end of 2027.
The coach explained that expediting these decisions helps the club manage its roster more effectively. He described it as a necessary step to get to an "end point quicker" when facing a highly competitive market where player values escalate with success, according to Zero Tackle.
Future Roster Challenges
Penrith faces a considerable challenge in retaining its star talent, with numerous key players, including halfback Nathan Cleary, off-contract after the 2027 season. While talks with Nathan Cleary have not yet begun, the Panthers have initiated discussions with other prominent players such as Isaah Yeo, Liam Martin, Isaiah Papali'i, and Paul Alamoti.
Ivan Cleary, who will transition to a backroom role in 2027, to be succeeded by Petert Wallace as head coach, did not confirm specific rumors but emphasized that the club is actively working to secure its core talent pool. He indicated that managing these contracts is an ongoing and complex process in a parity league where high-performing players command top dollar.
